About Attorney Hillman


Tisha S. Hillman was born and raised in West Palm Beach, Florida, but moved to Tallahassee to attend Florida A&M University for undergraduate school. After graduation, she moved to New York City to pursue a Masters Degree in Public Administration with a concentration in Urban Planning, at John Jay College of Criminal Justice.  While in graduate school, Tisha worked for a victim services agency, providing service coordination and group counseling for victims of the September 11th tragedy.

Since being an advocate for justice has always been her passion, it was only fitting that Tisha gravitated towards experiences that have helped hone and fuel that passion.  She has worked as a social worker, helping children in foster care move towards permanency, as well as removing children from abusive homes.

When she decided to pursue a legal career, Tisha worked at the District Attorney’s Office in Decatur, GA where she investigated white collar crimes, as well as worked with the HIDTA (High Intensity Drug Trafficking Area) Unit and the Appellate Division.  Tisha is a graduate of North Carolina Central School of Law, and upon graduation from law school, she relocated to the DMV area where she worked at the Department of Justice in the Special Litigation Section of the Civil Rights division; playing a key role in investigations into civil rights violations by police departments and correctional facilities throughout the United States and its territories.

Tisha is trained as a mediator, trained in Financial Records Examination and Analysis, and trained as a crisis counselor.

Tisha is licensed to practice law in Maryland.

  • Juris Doctorate degree earned in 2011 from North Carolina Central University School of Law.
  • Master of Public Administration with a concentration in Urban Planning earned in 2005 from John Jay College of Criminal Justice.
  • Bachelors degree with a concentration in Juvenile Justice earned in 1999 from Florida A&M University.

Volunteer and other activities:

In addition to her legal career, Tisha believes in giving back to the community by feeding the homeless, and volunteering her legal services to help with expungements and drafting wills for those who cannot afford legal representation. Tisha is a member of the City Council of Bowie Diversity Committee. She is a zealous and outspoken advocate for social justice and equality, as well as an avid shoe and dog lover. You can say she is well-rounded.
